It depends on what kind of intelligence we're talking about.

If we talk about long term life plans then black zetsu takes n1 spot by far. He planned the whole shinobi history.

If we talk about battle anallysis and quick battle resolves then Kakashi hits the top. Followed by shikamaru, shikaku, itachi and minato.

If we talk about overall intelligence then your list is good, but i still miss black zetsu on that list. And hiruzen should be the last of the list, the 8th spot is just right for him, nothing above that.

Idk i just consider her more of a knowledgable person than an intelligent person. I think those are two different attributes.

I personally see inteligence as a combination of three aspects:

1. Inate inteligence, like a high IQ (Shikamaru, Kakashi)
2. Knowledge, posessing a lot of information in one or many subjects (Orochimaru, Tsunade)
3. Wisdom, ability to understand the situation and act in accord with you knowledge (Hiruzen, Itachi)
Since Tsunade have a great deal in at least one of them she gains an honorable mention

Kakuzu deserves a mention. He seems to be quite balanced with the three types you have. In sheer raw intelligence though Its gotta be Shikamaru.
