Good to know that you say K11 is stronger than a Kage, Kishi made her not for nothing a Kage and gave her very good techniques. That she didn't won a fight is not hard she had just a few battles (two?). She was about to kill Sasuke if Zetsu hadn't interfered, and she is unique in having tw kekkei genkai
