Well certainly the clan A and 3rd raikage is from beats most in that list. Of course Senju and Uchiha have both displayed more skilled shonobi, so none beats them, but whatever their clan is called, it easily takes number 3.

Gaara's clan also easily makes 4. Produced the latest 3 kazekage's as well as Kankurou and Temari, or perhaps Chyiou and Sasori's clan is quite skilled as well, as they are 2 of the most skilled shinobi - without any special hacked chakra or eyes..

Then Uzumaki 5, with Nagato, Naruto, and so on, but they aren't really skilled shinobi, they were given power by others so. w/e.
Namikaze doesn't belong on that list either, only 1 known shinobi... And Hyuga, meh, surely a skilled clan, but I don't think they have been given enough show time or credit by Kishi for us to judge on it.

The Uzumaki's were more then just sealing that's just what they were known for and feared for. That's also the reason they were destroyed cause all the other villages were scared of them.
