He's the only one who has figured out how people can live together peacefully without having to compromise (like Hashirama). I would say it's probably (not in order): Naruto, Jiraiya, Hashirama, Minato, and Itachi. Then the next 5 would have Gaara, Hiruzen, Tobirama, Kakashi, and Shisui/Shikaku. I don't include Hagoromo; he's...strange. I kind of want to say that Bee could be seriously considered, but I just don't feel good about it for some reason. Maybe Chiyo could be considered too...And if that one nameless Shukaku jinchuriki can be counted, he's top 5 easily (probably 2nd tbh). Gaara is definitely #6. I almost put him in the top 5. I was just worried about the backlash I would get for it haha.
