Killer Bee: Mastered to wield 8 swords and using them at the same time very fast and deadly.His sword style is by far the most difficult and fastest sword fighting style ever existed. Took suigetsus sword and soloed jugo with it. Is also able to fight with samehada ( its more like an animal not a weapon)

Mangetsu Hozuki: he mastered all 7 swords of the mist (but i think he can't control them as good as their original users)

Kakashi Hatake: Kunai specialist, can fight almost against every other weapon with a kunai, used Zabuzas blade with one hand and slaughtered many zetsus and kisames master with it. In young age he wielded the tantoo of his father and when he was in anbu he used a short blade.

Itachi uchiha: Shurikan master who manged to bypass rinnegan 360° vision with shurikans. He also was in the anbu and was able to use sasukes sword against kabuto as good as sasuke. (Totska is more sealing ninjutsu than weapon and only a big slash nothing special)

Chyo/Sasori/Kankuro: Puppet masters who can use puppets which are using many different poisoned Weappons very fast from any point.

3. Itachi's Shuriken abilities. Itachi's ability to wield Sasuke's sword proficiently. Itachi's Kunai CQC capabilities.
4. Kakashi's Kenjutsu versatility.
5. Madara's Gunbai, simply because of his ability to use it offensively and defensively, but in this case, the weapon itself is extremely powerful.

Bee is the best no discussion after that its Hiruzen,Chiyo,Sasori,Minato(who with just kunai can solo an army of chuunin to jonin level shinobis)
