Here is my personal Ranking of Villians. Based on what they did, or their failed plans

1. Madara Uchiha: Being the most evil person in the manga/anime and consuming obito turning him, taking his little brothers eyes, and consuming the tree of life.

2. Obito: using Nagato, Forming the akatsuki Ressurecting ten tails, the Juubi.

3. Nagato: Blowing up leaf villiage with a Shera Tensei, and ALMOST capturing ninetails.
