Sasuke Uchiha/Obito Uchiha are next.
They are both very strong and it will be hard to choose a victor between them

Shisui is clearly above Itachi because of his Koto. Even if Itachi knows that Koto is being used on him, Shisui can rewrite his memories about Koto.

It would be ineffective on a MS user, as they would know if it is being used on them, therefor Itachi beats Shisui.

No. Obito has jins, Madara jins (assuming we're talking prime here), and Sasuke IT itself (I assume anyways since he didn't even really genjutsu the beasts...he only glanced said the sage).

Also its quite possible that his susanoo or rinnegan can very well protect him against genjutsu period. Just a thought though.

I think Itachi and Shisui should be #1 and #2. I would consider them top for the fact that they were nobodies fool and they understood what was going on before anyone else. Consider as well, that Itachi influenced and maniplulated from the shadows for 10 years, affectively undermining Obito, Mandy, and Sauce quiet well.

I find it very funny how you put shi sui over itachi because of ka when ka could affect everyone else you listed.

If the list is off pure uchiha talent and abilities then sasuke is number 1 followed by madara and then obito and itachi.

Tsukoyami can effect shi sui. Him having ka doesn't mean he is immune to genjutsu. Also itachi far outclasses shi sui in every category so its possible shi sui wouldn't even get the chance to use ka because he's getting blitzed by totsuka. Don't forget danzo owned his ass neg diff. Danzo easily countered shi sui and hit his ass in the stomach and made him throw up and then snatched out his eye. Itachi is far greater skill than danzo and could do the exact same thing.
