Even thou the Uchiha can use amaterasu and susanoo they need to awaken the mangekyo sharingan to do that and to awaken it one must transplant the eyes of a fellow uchiha... and most of the uchiha clansmen have only the 3rd stage sharingan with the 3 tomoe seals
