1- Orochimaru- He's a pedophile freak and can spit snakes.

2- Black Zetsu- His voice is just... watch the anime and you'll know, also he eats people.

3- Kakuzu- He's not even a human, he steals hearts and he doesn't have veins, he hads these kind of strings... weird and freaky.

4- Zabuza- A freaky guy that you can't hear or see while he hides on the mist. He killed all his comrades on his Gennin exam, twisted.

5- Kid Gaara- ... Well, scary yes.

I agree that it isn't scary. At least, it doesn't scare me. There are parts that I'd assume scares some people.
So I should say, who would be the most scary? Or maybe, who scares the most people in NV? I dunno.
