He reacted fine to V1 Ay , when Ay went V2 he couldn't keep up anymore.
But now he seems to have improved , since he is keeping up with Juubito.

firstly raw speed and reaction time goes hand in hand without reaction time raw speed would be useless flash or anything that uses speed would be constantly hitting into walls and buildings because he couldnt react fast enough.

Reaction time = Combination of eye perception and reflexes.

Anyway's I don't really see how sasuke showcased his reaction time against Obito in that scan you posted but I do admit he was able to track obito's movements none the less so it is a impressive feat but 2 pages later he couldnt react to obito's black goo wrapping around him[
