If so, for Konoha:
1. Hashirama - Self explanatory. He was the founder of Konoha and stabilized the five hidden villages.
2. Tobirama - Took over after Hashirama and kept the villages stable. Created the ninja academy which paved the path to strengthening future generations.
3. The elders - Debatable, but they play a key role in helping the Hokage with their decisions.
4. Minato + Kushina - Minato saved the village single handedly from Kurama. Gave birth to...
5. Naruto - Saved the village, is the villages only Jinchuriki. Plays a vital role in protecting Konoha.
