What your list and why

Not going to make a list or comment as it's all redundant but Naruto wasn't given power - yes the Kyubbi was sealed in him but he trained and befriended it on his own, he's actually the ninja we've seen train for the most of his powers so your list is flawed. Also, Sasuke trained a lot too - he was given the EMS but that was all.

1- Gaara - his entire arsenal given by shukaku and his mother. Without that, maybe Gaara could have never been a ninja,lol
2- Kabuto - Orochimaru's power, sound five power all was given to him
3- Sasuke - CS given by Orochimaru. MS given by his brother. EMS given by his brother and Tobi. Almost all his power doesn't come from him
4- Naruto - yeah i put him after Sasuke cuz even without Kyubi he is super strong and kage level(SM), but yes he has help from kyubi thanks to Minato
5- Tobi - until we know much from him, i think he will stay at this place. From what we know, all what he stole was rinnengan

sasuke should not be high in that list because that the only path a sharingan can advance by killing someone close and taking someone eyes.So itachi ,madara and shushi also suppose to be in this list?
