only one and other is 9 tails fox that all.. not many. i want see many as itachi did that way is only proof. he is just same as itachi, test the enemy then plan then attack..

Minato, he's number one purely because everything in the manga, he has shown incredible Intelligence everything single part of the way. Wither it from analysing his Opponent in Second's, Creating his Own Jutsu or whatever else.

Shikaku, It's completely Obvious, he's the father to one of the bright and probably one of the only legit Genius's in the Manga. He's was also left in charge of sorting out the war's fighting category's.

Kakashi, I don't need to say anything really. He's one if not the best at Analysing an opponent and coming up with a quick Solution even when the odd's are completely against him.

Shikamaru, Obvious again..

Itachi, I didn't put Itachi that high on the list because i don't think he's shown that many Feat's that prove he's smarter than the people above him. He's shown good feat's but nothing to what the people above him have shown. He's also only 21, He's not got as much experience as the other's.
