ok so IMO i have a top 5 rank of kages in konoha. Please dont get offended and mad because im being unbiased here.

1.) Hashirama- Praised by madara and Also had all the bijuu's together and created/found konoha.

2.) Hurizen- Named the god of shinobi and knew all the jutsu's from konoha.

3.) Minato- FTG, Superior Knowledge and powerful sealing techs.

4.)Tobirama- (Suficent data on him leaving him at number 4) Created edo tensei, Best at water jutsu's and Knew S/t.

5.) Tsunade- Strong, one of the Top medics. (big tittttes )

Hiruzens weak, cant counter FTG and Tsunade would probably lay him out.

Tsunade should be above Tobirama as well dudes featless and even if they aint perfect he has no known edos.
