Tobirama might be up there but we really just don't know enough about his fighting ability yet

Most people would say 3rd Raikage because he went up againist a tailed beast without backup, but then again Hashirama defeated the 9tails and Madara at the same time , So out of all them I would say Hashirama.

It ia obvious that top 1 and 2 are Hashirama and Minato respectively I dnt knw much abt other's .......wat i think is like this

I feel like we haven't really seen what a lot of them are truly capable of. I'd say definitely Hashi and Minato are in the top 5. Maybe Tobirama. Probably 3rd Raikage and the 2nd Mizukage, simply because of the clam.
