i consider hiruzen the worst hokage, even though he meant good and died protecting his village, he also let danzo do whatever he wanted in order to not do the dirty work himself, so danzo is hiruzens resposibility, danzo along with obito was guilty of the uchiha massacre, he helped orochimaru, created kabuto who happens to be one of the masterminds behind the war, danzo and obito were responsible for nagato´s change of heart, danzo is only the second after obito in messing up the current world, danzo did all those things becasuse he was unsupervised by the hokage hiruzen.
