The fact that Snack got demoted after losing to Urouge while Cracker didn't get demoted for losing to Luffy, as shown when a fodder at the beginning of Kata vs Luffy said that Katakuri is the strongest of the 3 Sweet Commanders, suggests that Snack was deemed too weak to be a SC and is therefore not on the same level as Katakuri. Not to mention that Oda treating him like a random background character doesn't help Snack's portrayal.

Except Cracker absolutely could be sent to defeat Urouge while being on the same level of Snack. All he has to do is be stronger than Urouge seemed to be. Not to mention that Urouge would likely be super weak after beating Snack, so even if Cracker was weaker, he wouldn't have any problem handling a Urouge who's exhausted.
