Minato's shunshin is not as quick as A's... I think it's comparable to Itachi's, but Itachi has the better shunshin feat against Kirābī (Minato used Hiraishin.) Current Naruto, however, has a shunshin that is constantly compared to Hiraishin. As for Haku, it was stated that Haku was holding back in part one, and we've seen him react/block both Gai and Lee in part two. With the Gates, those two can light the air on fire from pure speed; they deserve to be near the top for that. I forgot about Zetsu, although I'm not sure if his technique is applicable in battle like all the others.

haku wasn't trying to kill them, doesn't mean i was holding back his speed,

why would you hold back if kyuubi face naruto is trying to kill you ?
