Best:
Naruto Uzumaki:Naruto Uzumaki has had some of the best character development in the series and has handled very emotional scenes in the past. Such as Jiraiya's death. Things such as these give our main character growth and allow him to expand in a positive way. His determination and the fact he lived alone for a majority of his life is nothing short of admirable.
Clearly one of the best written characters Kishi has done.
Orochimaru: Orochimaru is a perfect example of a villain done right. He is not always in the story, but when he physical shows up. He takes over the scene. His presence is overwhelming and chills are sent through the room when he does his stereotypical snake-tongue trick.
While we lack a good deal on his backstory, what he currently does and his whole goal makes up for it. Not to mention that even when he has been defeated and dead, characters still credit him for what he has done. Obito curses him for improving Danzo and for the knowledge he obtained on Akatsuki.
He isn't the strongest villain, and that's okay. It works for him, he is still ever intimidating even as a stronger threats loom.
Kabuto: Kabuto is another well written character, though it was only in the later years of his history have we learned much about him. The way he is set up fits him perfectly and it's clear that this wasn't another one of Kishi's "pull together as time goes by" and had a good deal of thought on WHO this character was when he created him.
A tragic past and an iron will, a great combination. While Kabuto isn't the best villain and is easily over shadowed by Obito and Orochimaru, he is a villain who isn't turned. His sad determination to find himself, no matter what still keeps him in the battle he wages with an Illusion of Itachi.
Not to mention he was one of the more arrogant and mysterious figures since the start of the manga. And when he does pop up, he brings a surprise. I.E. Being Sasori's spy, having absorbed Orochimaru, Edo Tensei, Sage Mode.
Kakashi: Kakashi has spent a majority of his life in both shame and sadness. His father shaming the family and refusing to continue the mission set Kakashi on a certain course in life. It wasn't until the death of Obito, who became his best friend, did he change. He later failed to protect and accidentally impaled the one Obito pleaded to save.
Kakashi has gone through the loss of a sensei after that, trauma throughout his life and believing that anyone he got close to died. It's clear that from the start of the manga, if we look back now, he did everything for a reason and it was to prevent what happened to his team to happen to Team 7.
Oh, and he is now fighting back against his deceased best friend.
Jiraiya: Who wouldn't add this man on their list? He has gone through similar things as Kakashi, but was killed by his student in the end. His whole life he believed was a fail, he couldn't get the girl he wanted, he couldn't save his best friend from the dark path in life, his first three students "Died" and his pupil, Minato, was killed.
He wasn't there for Naruto's whole life and he was later killed by Nagato, after witnessing that those he trained had survived and grew up darker. Jiraiya's death is also the emotional peak in the manga. It MADE the Pein vs Jiraiya arc. It set up great scenes for Tsunade and Naruto, the Sage training was due to his death AND a massive portion of the emotional drama in the Pein Invasion Arc was thanks to Naruto vs Pein.
Both students of Jiraiya, one took a darker road in life. One trying to avenge his sensei's death. His personality is something everyone loves. And while every manga HAS a perverted strong man, he takes this to a whole knew level. He is more than a one dimensional figure and has shown great compassion for Tsunade, in non-sexual ways. And is a great father figure to Naruto.
As for worst written:
Sasuke- he flip flops too much and when it seems we just get use to one of his personalities, he changes again.
Karin- She is far too forgiving and could be so much more, her being an Uzumaki and all.
Madara- He is lacking in what he is suppose to be, a near final villain. He is just sitting around instead of fighting his rival and letting his planning go to waste.
Kiba- He is still the same from part 1, the annoying kid who is severely immature and spouts random things. He's childish and I dislike that.
Tenten- She literally does not have any canon character. I can hardly remember what she acted like in the Chuunin Exams, her only screen time.
