Story wise? CP9 Saga (Water 7, Ennies Lobby)

Action wise? WB War (Impel Down, Marineford)

Baroque Works Saga comes in a nice 3rd place (Alabasta)

I feel like Thriller Bark and Skypeia weren't as top notch as the others, though, but they were still good.

Thriller bark was honestly the worst for me. Mostly because I had to actually read that one on a weekly basis. Scanlations weren't exactly top-tier back then either.
