Lists will never really work. They have to follow a "ABC" logic which is flawed beyond comprehension. For example, Momoshiki doesn't possess the same raw strength as Kaguya but he was regarded as a bigger threat and someone Kaguya feared. The reason for that was his unique ability to counter all chakra related abilities and fire them back at you. The more chakra you have, the bigger the disadvantage against him. (Or rather the more you rely on chakra like Kaguya.) However pit him up against someone light Gai and he'd have a problem as he isn't efficient against Taijutsu users.
