No it's not. Gedo first appeared under Nagato's control and then it was controlled by Obito, And Nagato did good job with it, anyway...

With that many sharingans he can improve anyone, no offense, but they are some kind of guards for this war only.

Then give me the proof that it is Nagato's 'personal' summon. Gedo mazo is the vessel of the Ten tails, which mean it isnt Nagato's personal summon. We have currently seen Tobi and Nagato summon it, and when Nagato did it, this happened

Gonna be long... but ok.
First of all in that period Akatsuki obviously wasn't on hurry for bijuu as an answer and Konan warned Nagato to not summon Gedo. By mobile you right Nagato was using it as a puppet, but you can see that he just demolished that army and took their souls in an instant, so i'm much impressed by this then Obito's summoning at the battfield, and i'm not even a fan of Nagato, but when i have to point things, i must.

As Madara gave the rinnegan to Nagato, these eyes where stole by Obito's so they aren't his.
Also Obito have sharringan unlike Nagato, i guess you know what that means.
So i believe that Nagato can control 7 bijus, just because he has more chakra then Obito, but don't have the sharringan and controlled what he had. if he had edo bijus he would control them....
And we cannot say if Obito can or not use these paths right now, more like not...
