These three are the top because they didn't cause the problem in the first place for example Nagato was the one that killed all those people in konoha then he brought them back.Itachi killing uchiha clan etc.

Hiruzen arguably could of stopped Oro before he attacked the leaf but the same can be said for a lot of people so i believe hes a martyr as well

I disagree. Minato's death was avoidable. There was no need for him to take it all on himself.

And we still don't know exactly how Tobirama died. So we shouldn't be discussing his death. :shrug:

My top 3:
1. Nagato (died because he brought back so many people... gave back life to people he didn't even know. heroic indeed)
2. Jiraiya ("Noone else might be able to get so close to Pain")
3. Hiruzen Sarutobi (what he did was enough to protect Konoha for 3 years)

He'd be no.1 one my list of heroes but I wouldn't count him as a martry
