of course it's not because gaara was not a perfect jink, and you have to have control over your jink in order to control the full transformation and use TBB.

When Tobi and Deidara captured the 3 tails it had no host, and as such it is possible that Yagura controlled Isobu through some indirect link...as such, he didn't have a Bijuu within him. This would allow Tobi to control him.

Han, Yagura, and Roushi are all contenders for fourth (maybee above Gaara considering that he would lose control when using Shukaku where as it seemed more like the other Jinjuriki had control)

the two that just so happen to be my two favorite characters in the entire series, gaara & bee. I don't particularly like any other jinchuriki. I like kurama as a bijuu but not that big a fan of naruto lol
