Sasuke, for having his Sasuno'o covered in black flames, that's just giving almost the best defence.
Minato, having seals on his special kunais.
Orochimaru, having all these experiments.

Call me a fanboy if you will but Orochimaru. Almost everything in his arsenal that he's shown are techniques that he created.

Also, Sasuke for his many variations of Chidori and developing his own extremely powerful lightning based jutsu, and Minato for using the Fuinjutsu that he learned from Kushina effectively in battle with his s/t ninjutsu.

He only has one ability yet he uses it to its fullest extent he creates shapes himself amors ninja stars pyramids tsunami arms demon arms defense ball platforms waterfalls (made of sand) deserts quick sand mini shikaku defense (against kimmi) etc with just sand his creativity is truly up there

Sai and Deidara tiedthe artists of the manga creativity flows through the ink and clay

Lastly orochimaru all these ideas and expirements truly made naruto (the manga) the reason it is the way it is now and not the mention the expirements he's done on himself and everybody else IMO
