Disregarding strawhats and in terms of character development and overall badassness:
Jinbei- loyal and saved luffy many times, friends with ace, unique role.
Whitebeard- pure badass, most powerful character, and i like his backstory and how he wasnt interested in treasure but in family instead and the moment with squardo was sweet.
Blackbeard-he is such an awesome villain because he is evil but his intentions line right up with a true pirate so he is the most like a pirate in the whole manga, he also seems human in the sense that luffy managed to dmg him and whitebeard almost beat him. he isnt overpowered but he is still very powerful.
