1.3rd raikage ( vs'd 10k chuunin and jonin for 3 days and nights)
2.kisame( more chakra than nagato... now that sais something)
3.nagato or naruto(NAGATO DESTROYED A VILLAGE , fought the kyuubi and did loads of jutsu which require more chakra than SM jiraiya had , naruto endures pain like a baws , and can do 200 clones no problem , his chakra levels are crazy high)

btw guys the 1st hokage has no stamina feats
