Hey well u dont really kno me becuz i dont really post much but i have afew other top lists and heres another one of my attempts
im trying so dont flame an i tried my best to make it accurate but we all know no top ten or 25 or whatever list is accurate until kishi gives us one so here it is

2 Elder/Younger Son ( not sure who is most powerful so i put dem as ecuals)
3 ORCHIMARU
4 KABUTO
5 MADARA

13 KILLERBEE
14 JIRAIYA
15 MUU

18 A RAIKAGE
19 2ND MIZUKAGE
20 3RD RAIKAGE
21 MEI MIZUKAGE

24 GUY
25 OTHER JINCHURIKIS IN ORDER OF TAILS

PS; SOME MAY NOT BE IN ORDER SUCH AS TSUNADE AND MEI GAARA ETC IT MIGHT HAVE TO BE IN WSITCH PLACES CUZ I DONT KNOW WHAT IS EXACTLY

Kabuto should be above Oro. His Edo Tensei is much better.

Nagato is not above Obito, Not a chance in hell.

If Obito has Jins hes above Madara and Hashi.

Naruto is at least above Nagato if not above Obito with Jins

Killer Bee is above Sasuke, Itachi, and Minato

Sasuke and Itachi are above Minato

3rd Raikage is above A and the 2nd Mizukage.

And there's no way in hell Mei and Tsunade are above Guy or Kakashi

Yagura should be much much higher
