I am doing my Top 20 Strongest Naruto Characters. No Indra or Ashura due to no Feats or hype and ET is restricted. The Rankings is based on both Feats and Hype.

I put Madara above Naruto and Sasuke based on reasons I've stated before. If you put him below Naruto and Sasuke that's fine.
2 issues I'd like to discuss about your list.(other than Naruto and Sasuke) Don't worry, it's not a rage thing. I don't believe Haruma should be up that high. I don't think he has the tenseigan. When Toneri said "this is the power of Haruma" he was probably referring to the fact that all the byakugans have access to an inherited chakra of Haruma. This does not mean that Haruma had tenseigan itself. Regardless, he has 6 paths senjutu with the bykugan, so he's bound to be tough.
I don't think Juubito's above DMS Kakashi. His kamui powers+rikkudo PS is far to haxed for Juubito to fight against.
My list: Orochimaru and Kabuto's ETs are restricted, as all it is is making other ninjas fight for them. That's their ability as a team, not an individual ninja. Tobirama's are enabled since he only uses them as bombs, which qualifies. Orochimaru wouldn't even be helped by his ET.

2. Hagoromo-I once thought that Naruto with full Kurama might match him, but since Haruma has shown TSBs, then it makes it extremely likely that Hagoromo has 6 paths senjutsu before the juubi, so with it, he's significantly above anyone else on this list)
3. Naruto-I know the common ranking is putting them together since they more or less tied in VOTE, but I'm taking into account that Naruto got stronger with having full Kurama as opposed to half Kurama, putting him higher than Sasuke.
4.Sasuke at VOTE-The reason why these 2 are above Madara is that Sasuke had Rikkudo chakra comparable to Madara's given his physical attributes, so adding the bijus on top with susanoo gives him even more power than Madara can access. Considering Naruto equaled his output, that puts him above Madara in brute power as well. I feel that VOTE Sasuke is stronger than future Sasuke since you can't magically make your chakra more powerful, only get more skilled, and I doubt that rinnegan mastery can make up for the lack of biju power.
5-6. Madara/Toneri-Toneri is up here at least due to having the strongest attacks next to Kaguya. Toneri could easily be as strong as Madara though, but for a default, I'm putting him here. His chakra spheres screwing up charka, ability to absorb sunlight and chakra remotely for a planet-busting attack, and telekinesis that can constantly move the moon is OP.
7. Haruma. I don't know how to truly in reality, so I'm grouping them. 6 paths senjutsu for Haruma+Byakugan solidifies him to being top-tier. However, I don't feel that this is enough to fight Madara, who has 6 paths senjutsu and the rinnegan. I don't believe he has the tenseigan, but if he had its powers, he'd be>= Madara
8. DMS Kakashi-He has Rikkudo chakra, which is impressive, but even more than that, he can use kamui powers with this chakra. It goes without saying that Kakashi is OP.
9-10. Ashura/Indra-I put them up here since Indra's susano looks like a Rikkudo one, so that would put them at least at this spot.
11. Juubito- why Obito's so low, he really isn't all that impressive compared to the abilities of those above him. His firepower really isn't that high in comparison to all the rest.
12-13. Hashirama/BM Minato-Many will disagree, but I feel that Kurama mode+FTG is a combination haxed enough to take on Hashirama. Plus, Minato has the advantage that he can access Kurama mode in an instant whereas in order for Hashirama to unleash something like SS, he has to gather natural energy.
14. Nagato-Think about all of Pain's feats for a moment, now make them much stronger, and accessed through a single body simultaneously. Nagato is broken.
15. Bee-being a perfect jinchuriki makes him ridiculously powerful.
16.Kabuto- His SM and versitility is a force to be reckoned with
17. Tobirama. The original FTG user, with things like ET bombs, makes him pretty op.
18. Might Guy-8th gate doesn't count, as it's a suicide technique. This would be like making alive Minato top 10 through reaper death seal. However, with just the 6th and 7th gate, he's more than qualified for this spot.

20. Gaara.
