I still don't see how Shiki is above Shanks. He brought a fleet to challenge Roger and still he lost. Never challenged WB and he is now not the only one who escaped Impel Down. There are plenty of guys who escaped.
And the closest thing which we will ever get regarding Shiki's and his power was Strong World. I doubt we will see him in manga.

Cause he hasn't done anything. Its like saying Weevil is stronger than Marco despite him not doing anything yet

So how did u made that list??? I mean Shiki also hasn't done anything, same goes for Smoothie and Green bull.
If u are putting them purely based on hype and Dynamics of a crew then Sabo should be also there.

BM has 4 commanders which is why it'll be ridiculous and be a power imbalance if Katakuri's the only one with some backbone. By portrayal and how Oda handles subordinates throughout the series, Jack is at the bottom. Smoothie is portrayed above Cracker.

But still before putting Smothie above Jack we should wait till we see what Jack can do and Smoothie at least showing something in this arc. So far she did nothing. Pretty disappointing.

Jozu had no way of breaking out. Doflamingo sitting down on top of Jozu is pretty clear portrayal. Also the fact that Doflamingo broke out of the same attack that defeated Jozu, both being hit while their attention was on something else.

Its portrayal. Roger's era were all portrayed as beast to be surpassed and right know, I don't have any reason to think they've been surpassed right now.

Green Bull is an admiral aka portrayal and that alone puts him that high. Since he hasn't even been shown or done anything, he gets put at the bottom of the admiral list and above everyone who isn't a top tier. Smoothie is a #2 commander and that puts her above Jack. Portrayal>feats. Sabo doesn't have that kind of portrayal. He was never portrayed to be that stronger and he was losing to a non serious admiral.

I really don't see how sneak attacking someone is portrayal of being stronger. That some Dying WB>Akainu logic. Everyone who's been caught by parasite was helpless(except Luffy due to sudden expansion).

Ever heard of the phrase "only a diamond can cut another diamond"? The same thing works here doflamingo can simply make jozu cut himself and like slow poison make him slowly end his life and there is also the fact that Jozu cant cover his entire body , the eye is left uncovered, doflamingo can cut his eyes with parasite strings
