Overview-This took me so long to put together, but I mainly put Hashirama Senju at the top just mainly because there is no kage that can defeat Madara Uchiha besides him, I put Minato Namikaze at Second because of his Flying Thunder God Jutsu and battle tatics, I put the 3rd and 4th Raikage third because of their amazing speed to instantly 1-Hit-KO most ninja that don't have the speed of defence to dodge it, and I put Mū at 5th because of how he can hide his presence and how he can use his Dust Release to 1-Hit-KO most Ninja, I put Yagura at sixth Mainly because he has the Three Tails for Massive Chakra reserves, I put Tobirama Senju at seventh because of Hype and he is the best Water Release user in the entire series, for 8th place i put Hiruzen Sarutobi because even at his old age he held his own against Orochimaru and two Kages while he was even in Bringer of Darkness genjutsu, and for 9th place I have chosen the The 2nd Mizukage for his overwhelming clam genjutsu and immunity to taijutsu due to his traits from his clan and it took two kage and a sensor to take him down in the process, for tenth place i put Danzo Shimura, to me he seems really underated, but if you re-read that whole fight with Sasuke, he actually won, and with his curse mark technique, one touch and he can out 1-Hit-KO lots of fearsome ninja, I put The Third Kazekage in 11th place because he was hyped as to be "the strongest kazekage the sand village ever had", i put Garaa 12th place over his father The Fouth Kazekage because i think in the manga if i remeber correctly, Garaa won in that Sand and Gold Showdown between his father. I put Mei Terumī over Ōnoki mainly because she is younger than him and more than likely more agile than him, but i feel like im really really really underating Ōnoki though, but i put him second to the bottom mainly becasue of his age, but i could be wrong of where he stands on the list, but i believe that Mei can defeat him because both of them are mainly ninjutsu users, and one is younger than the other, and last but not least Tsunade, i put her at the bottom because she's more of a supporting ninja as seen in the 5 kages vs Madara
