List includes versions of characters that were showcased in the manga and will not mention any character more than once
1. Kaguya- Hagaromo stated that Madara was trying to approach her power meaning he still hasn't gotten there. When she arrived I believe Sasuke said her chakra is unlike anything they've ever faced before. She is also the progenitor of chakra.
2. Hagaromo - he's the creator of jutsu and was born with a rinnegan. It's foolish to think someone who wasn't born with these gifts are stronger than the person who was. Once he absorbed the juubi he reached another level.
3. JJ Madara - he painstakingly went through every single step to possess the highest power and even obtained the Rinnesharingan.
4. Hamura - while not much is known about him, what is known is that he was powerful enough to face the juubi with only the help of his equally as powerful brother.
5. JJ Obito - the juubis jinchuriki. Besides Hamura, only a fellow Juubi Jin can come close to his power.
6. RSM 9 bijuu Naruto - he's created the most powerful ninjutsu in the manga. A technique strong enough to defeat the strongest being in the manga. Before doing so he sealed most of JJ Madara Limbo Clones and fought Kaguya toe to toe.
7. 9 Bijuu Sasuke - Created the most powerful Susanoo ever witnessed and possessed a unique Rinnegan.
8. 8 Gate Guy - though his final gate is suicidal, his mode allows him to live long enough to defeat any opponent besides Juubijins, Hamura or Kaguya. Even RSM Narutos LavaRS didn't do as much damage as Gais Night Moth.
9. Indra/Ashura - not much is known about these two but their attacks were mimicked by two ppl who needed the help of Bijuu just to achieve them.
10. Hashirama - the God of shinobi. The most powerful being without any additional help from no one. Because of this he stands out
11. DMS Kakashi - for the time it lasted, Kakashi became strong enough to create a perfect Susanoo that can use Kamui. The possibilities are endless and he even wounded the most powerful being.
12. Bijuu Mode Minato - this man is already top tier by himself, the addition of full access to kyuubi chakra places him above most of the competition.
13. Zetsu Body Orochimaru - now that his hands work and with a powerful Hashi-called body, Orochimaru is capable of thousands of Justus unlike any we've seen this far
14. Edo Nagato - it took 3 top tiers to beat him. Enough said
15. DSM Kabuto - he fought and defeated two mangeyko wielding uchihas while fighting them at the same time. Though The goal was not to kill him, one of them wind up getting killed in the process
