Most lists are pretty much the same, but just to clarify: this is Minato w/out bm/km. Okay? So why am I seeing him above Tobirama? Normal Minato is basically what Tobirama craps out. Tobirama has his s/t but then he has suitonhada, infinite explosions, edo tensei, all of his water techs, etc, etc, and he's a genius too. Minato has........ rasengan. So to be perfectly clear, an alive Tobirama is much much much better than an alive Minato.

3. Madara (altho I'd say since he's not edo there's a good chance he's beneath several others, maybe even down to 6)
4. Kabuto (put him here because I'm not sure since Madara is alive whether Kabuto can summon him)
5. Nagato
6. Naruto
7. Tobirama
8. Muu
9. Itachi
10. Minato
11. Sasuke
12. Oro (put him here because again since Hashi and Tobirama are alive not sure if he can edo them)
