Personally, I'd say the strongest are:

1. Juubito (before he got hit by Naruto's talk nojutsu)
2. Madara
3. Hashirama
4. Naruto
5. Minato
6/7. Itachi/Nagato (I see them as pretty equal)
8. Sasuke
9. Kabuto
10. Kakashi, Guy, etc

Sasuke or Naruto BSM or w/e form can't even react to Minato...so Minato > Naruto and Sasuke PS and all.

He can just suck susanoo in his T/S barrier, gonna make a thread in a bit when I get the rest of info.

Same with Naruto's cloak...we seen that he can move inside and out just like susanoo.
