1. Kabuto (The only ninja I believe could possibly beat him is Tobi)
2. Tobi (Ghost mode is tough to beat)
3. Naruto (BM is insanely strong, the only reason Tobi is above him is ghost mode)
4. Madara (Rinnegan, not Edo)
5. Nagato (the paths are frighteningly powerful, tough to match up)
6. Hashirama (flexible)
7. Hiruzen (flexible)
8. Third Raikage (hardly seems possible to kill this guy)
9. Minato/Itachi (Minato's FTG is not overrated, it's a great weapon, and he uses it incredibly well)
10. Itachi/Minato (Itachi with his smarts and abilities and his Susano'o's weapons has a chance against everyone basically)
11. Kisame (That shark bullet is almost a one shot kill with the ONLY exception being Gai)
12. Bee (Perfect Jinchurriki makes him a tough guy to beat)
We don't know enough about Hashirama and Hiruzen in his prime to completely gouge their power, so I just threw them in. They could easily move up or down in my opinion.
Also, with the whole Kisame, Bee, 3rd Raikage thing, I put the Third above Bee because although he and the Hachibi fell together, it seems like a fluke that he hit himself. Something that would not normally be replicated. So in my opinion, he could beat the Hachibi/Bee. And Kisame DID beat Bee, so that's why I put him there.
And finally, I didn't really know where to put Muu or the Mizukage who was also revived, since they should be equal (they both died in their battle against each other) so my list isn't complete, but this is how I see it.
Also, Sasuke would lose to these people in my opinion. I see him as too overrated. He's top 15, not top 10.
