Rank 1 : Kaguya vs Juudara or Hagoromo = Kaguya
Rank 2 : Hagoromo vs Juudara = ??
Rank 3 : Juudara or Hagoromo vs Naruto or Sasuke = Juudara or Hagoromo
Rank 4/5 : Naruto or Sasuke vs Juubito = Naruto / Sasuke
Rank 6 : Juubito vs Hagoromo's Brother = Since Hago's Brother needs Hagoromo for defeat the Juubi and Juubito has the Juubi

Rank 7 : Hagoromo's Brother vs Ashura or Indra = I personally think Hago's Brother
Rank 8 : Ashura or Indra vs Hashirama = Ashura / Indra
Rank 9 : Indra or Ashura
Rank 10 : Hashirama

So who is Rank 2 and 3?

Kaguya is the strongest in NV said by Hagoromo

Naruto currently can use Gudodama , Chakra Cloak , Bijuu Elements .
He push Juudara to absorb the Shinju.
