If a jutsu enables one to handle 99.9% of the situations present within the manga, then that should constitute as the user itself being versatile. Battle adaptability is a fundamental principle of versatility, hence why Kaguya is not on top, but it still doesn't discredit Kaguya's versatility.
Not to call Senseisama out, but anyone in general should define what versatility is and what is expected in the OP, so everyone knows how to evaluate each shinobi and construct their lists appropriately. I feel that would alleviate much confusion.
