I have to disagree, the way I ssee it versatility means either :

1. being able to use different feats for specific scenarios

2. being able to apply the same feat in different scenarios


In Naruto's case he applied a specific type of chakra manipulation to produce multiple jutsu of different levels.

But in addition to that he can also use any element technique he wants thanks to RSM and he can also use different kinds of taijutsu due to frog kata and steam release. Being able to use every element alone puts him in the top 3

3. Katon


He never displayed the ability to apply certain feats to different scenarios, when he had Rinnegan he spammed his jutsu rather than use finesse

JJ Madara was only spamming Limbo and CT, he never did anything noteworthy for Naruto and Sasuke to be overwhelmed or for Kurama to compare him to Hagoromo

Madara was only shown relying on Susanoo, Katon and Kurama. Show me a scan of him using element techs to the same extent as people on the list, show me a scan of him using his dojutsu to the same extent as Nagato and Sasuke, show me a scan of him using genjutsu to the same extent as Itachi and copy jutsu to the same extent as kakashi.
