he doesnt belong on the list. that was 2 uchihas that were holding back because they couldnt kill kabuto and kabuto himself acknowledged this. either uchiha couldve killed kabuto if they wanted to.

Sasuke is not above Kabuto, Nagato is clearly above Sasuke they aren't sharing a spot, and where is Muu when you have the 2nd Mizukage on here. And Hashirama is above Madara.

When he does that Itachi can land him with an Amaterasu. Not to mention Jinton is made of 3 elements so Yata Mirror deflects it.

Yes. He goes behind Itachi and unless Itachi is a sensor or has 360 degrees vision I don't really see him reacting until it's too late. Onoki wasn't aware Muu was behind him. Gaara had to alert him.

Itachi has to figure out that Muu is behind him, turn around and raise a full Susanoo.

That's what Bunshin are for. Naruto had time to charge at Muu with his Rasengan from above to hit Muu before Jinton was done charging. Itachi is obviously going to be looking around and during this period he will see him and can either put V3 Susanoo w/Yata Mirror or use Amaterasu to counter.
