Eh, I don't like including characters more than once. Instead, I'd prefer to list them in their strongest form (with the exception of Edo forms).

As such, my personal top 10 is:

2) Hagoromo Otsutsuki
3) Madara Uchiha
4) Obito Uchiha
5) Hagoromo's Brother
6) Naruto Uzumaki
6) Sasuke Uchiha
8) Ashura Otsutsuki

The only one I'm not sure about is Hagoromo's brother. His abilities are not mentioned. Personally, I think that since him and Hagoromo were portrayed as equals, and since together they defeated the Juubi, he is 50% of the Juubi power-wise. Still, that's an assumption.

Guy's not on there because using Eight Gates means dying. It's a kamikaze attack, like RDS.

what is the point of putting guy in a top 10 list? might aswell put his father on that list aswell (or put hiruzen and minato at the top for the fact that they can seal you with reaper death seal), my opinion is hashirama should be where guy is

if you're counting kabuto as 9th (taking away guy) orochimaru might aswell be 10th (with edo tensei) i reckon with his edos he would beat almost every who is none juubi jin (ofcourse not counting sages family,naruto and sasuke)

so either hashirama or orochimaru should take 9th or 10th
