there isn't really a way to judge who is the "strongest".... they are all different. For example, Hashirama, Madara may be strong and stuff but Minato has his speed and so does itachi with his clever schemes and tactics, not to mention he is powerful as well....

so, I am just not even gonna try without a proper judging category

Hashirama could pretty much counter Madara, i agree it goes down who your oppo. is ect.

It was stated already that the first two Hokage weren't even revived close to full power when they fought Hiruzen.

Did we see Hiruzen survive Shisuusenju, Mokuton Mokujin, Mokuton Dragon, or Flower Tree World? No, thus we have not seen much testament to his strength of being above Hashirama nor Tobirama.


Also Hashirama defeated Madara with the Kyuubi which is arguably harder than Orochimaru with half-powered edo's of the first two kage.
