1. Naruto. Naruto has full control over half of Kyuubi's chakra and power. He's able to crush giant rocks with ease and even withstand Shinra and Chibaku Tensei.
2. Sasuke. Sasuke not only has his own plus Itachi's power, but he has the EMS. As of now Sasuke has a list of unknown abilities given to him by the EMS, but it's assumed he's around the ranks of Madara at his prime.
3. Killer Bee. Killer Bee alone defeated Sasuke, Jugo, and Suigetsu. Added on to his own, he has full control of Hachibi's power and chakra. He's the closest thing to Naruto as of now.
4. Madara. Not much is known about his current power, but he did lose a dramatic amount of it after his fight with Hashirama. All we know is he has the Rinnegan, EMS, and Space-Time Jutsu, easily making him one of the strongest.
5. A "Fourth Raikage". A was able to severely injure Sasuke after he had obtained the Mangekyo Sharingan and while using Susano. He's extremely quick and stronger than Killer Bee when he's not in his Eight Tailed state.
6. Kabuto. It's assume that Kabuto is far beyond Orochimaru (he can transform into the white snake, summon way more than 3 coffins using the Impure World Resurrection). Kabuto is probably not around the ranks of the top 4, but definitely stronger than the other characters.
7. Kakashi. Kakashi is not only extremely powerful, but he's also intelligent. He was chosen to become the new Hogake (but Tsunade woke up), which shows he's among the ranks of the other Kage's.
8. Might Guy. Guy is nearly equals with Kakashi, which means he'll always be a rank lower because of Kakashi's Sharingan.
9. Gaara. Gaara has been shown to be nearly unstoppable with his defense and ability to control any sand. A nearly impossible fight in the desert.
10. Saved for other characters. No one really knows exactly how strong the other Kages are, but it's assumed the rest of the characters are on equal grounds

Here is my list of the top 10 strongest ninjas(subject to change)
1. Naruto, simply because once he mastered the nine tail fox power, no one will be able to match it power.
2. Itiachi or Jiriya, ithink they are both strong ninja, but what make them so strong is there mental.
3. Nagato, the rinnegan
4.Sauske, icant stand him, but overall he is pretty strong
5. Orichmarou, he could have been number one on this due to the fact that he was immortal until itiachi sealed him away,
6. Shikmaruo, the smartest ninja ever to step face on the earth.
7. Kakashi, if it wasnt for kakashi lack of chakara, he could be higher on this list,
8. Tsunade, becuase she is the hokage
9.Guy, he has the best taijusu skills out of all the characters on the show
10. Lee, second to guy in taijustu

1- Madara /Reason: Lol its obious he is really strong.
2-Naruto /Reason: Both really strong, but i think naruto is equal to sasuke in his sage mode. Then he learns to combine natural, his own and foxes chakras he is strongest perhaps.
3- Sasuke /Reason: Both really strong. But he is still not at his max.

Well we havent seen much other ninjas fighting. Perhaps there're stronger ninjas in other villages than kakashi or gai.

Kakashi: sharingan, massive arsenal of jutsu, intelligence
Madara: he's immortal, it's nearly impossible to even touch him with an attack, MS and rinnegan
Gaara: sand defense, he doesn't need seals so he can attack with no warning, he carries what must be over 500 lbs of sand on his back at all times (imagine how fast he would be if he took that off)
Kabuto: he commands an army of the dead, he seems to know how to doalmost everything, he just keeps getting stronger
Sasuke: MS, curse mark, sheer intensity
Naruto: kyuubi, sage mode, sheer intensity
Killer Bee: hachibi, the guy's f***ing huge and ripped, he can use 8 swords with massive skill and speed
Suikage: two elemental combination jutsu types, she commands the 7 swordsmen, able to recognize a trick
Tsunade: you have to kill her twice, chakra-enhanced strength, she could heal herself
Raikage: muscles like Killer Bee's, really fast, he has huge metal things on his wrists that look like they could weigh up to maybe 100 lbs
