2 Tobirama Senju (space time jutsu, Edo Tensei, suiton jutsus, senju dna, very good sensor, brother of the God of Shinobi)
3/4 Minato Namikaze (sealing jutsus, better ST than Tobirama's, rasengan)(might lose to Tsunade only because his most destructive attack won't do crap and has lower chakra... ofc the edo version with KCM wins)
3/4 Tsunade Senju(healed Konoha, created a new type of jutsu, has senju dna, physical attacks are almost useless against her)
5 Muu (invisibility, jintoun, good sensor)
6 A (very fast and has good chakra reserves)
7 3rd Raikage (no explanation needed)
8 Trollkage (one of the best genjutsu users)
9 Gaara (probably the strongest Kazekage... easily defeated his father)
10 Hiruzen (the outdated God of Shinobi Lol from what we've seen he's fodder but I put him here because of his hype)

your list is better than op imo but i'll put onoki above tsunade and 3rd. cuz he can fly(3rd rai kage useless) and jinton (end of tsunade).

3rd Raikage (Absolute defence and offence) , Muu (Can fly, invisibility, particle style gg), Onoki (can fly, particle style gg) & Gaara (tsunade won't even get near him, sand coffin gg) should be above Tsunade, she can't touch any of them.

Honestly this is horrible! TF is Tobirama doing in 2nd? Furthermore, the 3rd Raikage kills him easily as of now! Why? Lightning>Water. His FTG isnt up to par with Minato's nor is his reflexes so both Ay and the 3rd Raikage are better than him.

Minato doesnt have any attacks that can harm the Raikages like Naruto's FRS but neither of them will ever lay a finger on him so thats indecisive, but he can honestly beat everyone only problem is Hashi.

Honestly, given that Hashi has soo many fans here no one will admit the 3rd Raikage can give him a hard battle.

3rd Raikage...the rest can be interchangeable but the top 3 are in tact

Muu and the TrollKage had a stalemate. Oonoki has the destructive power but he wont land a hit on Ay, for that matter neither will Muu. Oonoki wont be able to hit Gaara either with his Dust style, I see Gaara beating him but not Muu. Tsunade and Tobirama both fall at the bottom of the list for me and Hiruzen was said to be the strongest of the Kages at the time from Oro and Kabuto, and those Kages at the time included Ay and Oonoki so its hard to judge the other 7 in the top 10

6. Tobirama Senju (don't know why i put him here because so far he didn't show anything that would even put him on a top 10 list, it's all hype and no feats)
