1 edo madara rinnegan ems hashi DNA can make 25 clones with susanoo

2 tobi rinnegan have full controll over gedo mazo and has 6 bijuu under his controll with a 3 tomoe with benefits

3 naruto uzimaki the fastest shinobi alive took on 6 bijuu at one time match 6 damas and can create clones on kage level ver high chakra levels

4 nagato could have killed KM naruto and killerbee and is a great rinnegan user with 6 paths

4 hashirama great with sealing jutsu can regenerate can create an instant forest
clones kage level as well took out ems and sealed kurama

5 sasuke has ems amaterasu shurikens and sword great lighting techs can fight air and on ground i good amount of chakra and is a great strategist and a paralizing genjutsu

6 itachi susanoo with a reversing sheild and totsuka blade that seals with one jab defeated kage level shinobis and seconds greatest genjutsu since his master

7 3rd raikage is very fast and body is a ultimate sheild he can kill with 2 fingers

8 garra

9 muu/onoki

im using feats not hype garra beats hiruzen with ease minato would be 11 or 12 and garra sand isnt useless to ftg and his block is to strong for base rasengan

Seen more or Oonoki and Muu than Minato...Argument fails. I don't see Hiruzen beating Gaara honestly. Minato might be to fast, but not exactly sure how that would work out.
