I did not add Guy because 8th gate power kills him so it makes fight a draw if both die.
I did not include Kakashi because he was using Obito's power with Obito actively lending it to him and was just a temporary power.
I did not include Orochimaru or Kabuto reviving Hokage as Edo Tensei for many different reasons.

We don't know how powerful Hamura was but he was Hagoromo's brother and he did help defeat Kaguya.

I used Juubi Jinchuriki versions of Madara and Obito.

Some say Tobirama is stronger than Minato, some say Minato is stronger, some say they are equal. I decided to put them as equal even if I personally believe Tobirama would win against Minato.

I would add Itachi but decided to make a list with only ten characters. He is strong but I believe he is not as strong as these ten characters. But he is incredibly strong Shinobi.

Naruto, Sasuke, Kakashi, Obito and Sakura barely defeated Kaguya. Even if Sasuke surpassed her overtime, he is not stronger than Naruto. That would make Naruto stronger than Kaguya as well. They are equal most likely. But Kaguya might still be stronger than them.
