Azula is definitely stronger than Zuko. Has shown more feats since they were kids and even in her maniacal state it still took both him and Katara to take her down. In a proper state of mind Azula would defeat Zuko, Zuko is just psychologically stronger.

Also you're putting the bloodbender at the bottom of the list? She also has defeated a lot of the series villains.

Well current Iroh DID get taken out by Azula even when there were like 5 people against her at once. Taking Ba Sing Se is impressive but we never saw it and it was most likely him AND his army that did it with him as the leader.

Zuko > Toph is a fair statement to make and I won't disagree with it, it's just during stuff like Aang's training she showed that she was capable of a LOT. She also is used to winning 1v1 stadium situations as the Blind Bandit whereas Zuko....

I see Zuko as below Azula when she's in a healthy mental state for sure, smarter, stronger, a natural and more ruthless. And I put Katara higher because of the bloodbending which is the closest the Avatar universe comes to being broken.

Zuko matched azula in abilities before she went crazy. I.e. their fight at the western air temple.

Katara's bloodbending is situational. No full moon= no blood bending.
If we give her a full moon we might as well give firebenders sozin's comet.
