5. Guren (could defeat Kabuto though)

8. Sakon+Ukon
9. Tayuya
10. Kidomaru

Forgive me, but the only filler Ninja I remember are Guren, Sora, and Raiga. Though Raiga became a manga character later.

Kidomaru is stronger Tayuya IMO he's as smart as Shikamaru if not smarter and has a better arsenal to deal with her.

Kidomaru had a 4/5 in intelligence in part one. Shikamaru had a 5/5. Kidomaru was definitely smart, but not even close to Shikamaru.

Kidomaru was the only one in the sound 5 to wear headband, and Otagakure wasn't even a real village just a front for Orochimaru's experiment.

But they were canonly given the label as the sound four. Wheras, Juugo was basically a random person from a unknow clan that went to Oro to be cured. Dosen't make him automatically a sound ninja. Suigetsu was kidnapped and experimented on, its apparent that he hates Orochimaru. Suigetsu is a hidden mist ninja as he says he want to re-create the seven swordsmen of the hidden mist, meaning he is still loyal to his homage. The only time these two were ever to be part of a organization was when they joined 'Hebi/Hawk'. Never has the manga implied them to be sound ninja.

Guren is #2

Wow, you really think? That's odd coming from a guy with a Kimi avatar. If it weren't for that one line where Kabuto hyped Kimimaro ('nobody can beat Kimimaro') then i'd actually say Kabuto was stronger too. Guren's abilities are very debatable though, her conversations with Kabuto make it quite ambiguous as to who would actually win. Guren did get one-shotted by the rabid 3 tails though.
