Shikaku is smarter than Shikamaru, Kakashi is above Itachi, Sasuke and Black zetsu are too high. Tobirama is above Sasuke, Madara and Itachi. I'd go as far to say that Kabuto is smarter than Orochimaru and Sasuke.
