I dont even know why you think that naruto wont hold back. Even if he wouldnt "story wise" that doesnt matter in a vs match or a top 10 list because the characters are fighting with the intent to kill.

After this it would be impossible to list anymore Shinobi - Since the variety of Powers and Knowledge starts to jump from a wall to a wall.
