With haku's natural speed, and awesome bloodline jutsu, he had a lot of potential. If he didn't have good ol zabuza holding him back, and had the same caliber training naruto and sauce got, the sky is the limit

Haku was cool like Kimminaro he could have developed more. His mirrior technique was awesome and so was his KKG.

Anyone with a decent amount of techs had potential to become top ten. The funny thing is that most of the people that are considered top ten are dead, bar Madara (but he's going to die at the end of the war), Obito (but he's nearly dead), Naruto, and Sasuke.

Kimimaro was actually pretty ridiculously good. Naruto couldn't do anything against him, Lee got completely wrecked, and even Gaara (who had a very huge stylistic advantage) would have lost to him if not for Kimimaro's terminal illness. If I remember correctly, he was supposed to be completely paralyzed when he left to fight them. Just imagine that guy healthy

Top 2 would be

Naruto: Hard work, good teachers (Kakashi, Jiraya, Fukasaku), indomitable will, the nine tails, and a goal (become Hokage). All these things turned a failure in to a major success.

Sasuke: genius, kekkei genkai, hard work, good teachers (Kakashi, Orochimaru), and a goal (kill Itachi). All these things pushed Sasuke to his maximum potential.

Kato Dan is the most promising. Kishimoto wouldn't name him after a real-life ninja master without good reason. The only jutsu he is shown capable of using is the goin' ghost technique but with its speed and being able to possess a body, he can potentially solo anyone bar Madara, Obito and Nagato who has the rinnegan. He's not suited for war though, as seen when he got fodderized at the flashbacks but in a 1v1 he stomps, maybe.

Hinata, Sakura, Choji, Lee

I think they're all potential to be the strongest in their respective fields.

kagami uchiha-(shisui's dad) no one knowsof his skill and his jutsu as he was only seen in team tobirama when they were devising a plan during the first shinobi war

Rock lee- As he is a beast! if he had character development, he would easily make top 10 with his taijutsu he could surpass might gai

konan- As we have alraedy seen she solo'd obito and forced him to pull a ***** as move and use izanagi, she was definetly top 10 during the pain arc

Konohamaru sarutobi- not saying he'd make top 10 but if that lil ***** learn't some monkey sage mode or some shit like that, he'd be a beast considering he already has shit loads of chakra. IMO if he learnt a sage mode and was like 16 yrs old, he'd be kage level js (he did master rsaengan and with the amount of chakra he has he could master a fire style rasengan)
